イベントの入力するとこを下のようにすれば多分OKです。
window.open(this.form.sample.options[this.form.sample.selectedIndex].value)
下のような感じですね。

<option selected="">選択して下さい</option>
<option value="https://aimix.jp/index.html">トップページへ</option>
<option value="waza.html">小技集へ</option>
</select>
